Russell Watson

Joint Branch Board Chairman

Russell Watson joined Northumbria Police in 1979 and has been involved with Northumbria Police Federation since 2001, when he was elected local representative for Ops Support. Russell went on to be appointed Chairman of the Constables’ Branch Board in 2004 and Chairman of the Joint Branch Board on 1 August 2006. As Chairman of the Federation, Russell is the Discipline Leader and Media Contact.  He is also responsible for Health Management and Welfare and Efficienty issues.

Alan Harding

Joint Branch Board Secretary

Alan Harding joined Northumbria Police in November 1976 and has been involved with Northumbria Police Federation for the last 10 years. Having first been elected Constables’ representative for Northumberland in 1996, Alan went on to be elected Assistant Secretary of the Joint Branch Board in 2004, taking over his current role as JBB Secretary in 2006.   He is also Secretary of the Constables’ Branch Board. Alan’s many specialisms include Discipline, Health & Safety, Employment Issues as well as Criminal Injury, Civil and DSS Claims. Alan can be contacted at the Federation Office on 01661 868895.

MICHAEL BUYERS BA

JOINT BRANCH BOARD TREASURER

Michael Buyers joined Northumbria Police in July 1982 and has served in Gateshead, Northumberland and latterly North Tyneside Area Commands.

Having been elected Constables' Representative for North Tyneside in 2001, Mick went on to be elected Assistant Secretary of the Constables Branch Board in 2004. He took up his current post of JBB Treasurer in June 2008.

Michael's many specialisms include Discipline, Health & Safety, Equality issues, as well as Pensions and DWP Claims. He is also Post Incident Procedure trained.

BRUCE CLIFFORD

JOINT BRANCH BOARD DEPUTY SECRETARY

Bruce joined Northumbria Police in September 1985, and has spent most his service in various uniformed roles. He was first elected to the Federation as the Sergeants' Representative for Sunderland in 2005, before commencing his current role as Deputy Secretary of the Joint Branch Board in September 2006. Bruce is also Secretary of the Sergeants' Branch Board.

At this current time, Bruce is the Health & Safety Leader (Qualified) for Northumbria Police Federation. He is also qualified to represent members in all areas of discipline including misconduct interviews and hearings, Chief Constable Reviews and Police Appeals Tribunals. He is also trained in post-incident procedures and has represented officers in IPCC investigations. Bruce also has sole responsibility for representing student officers in matters relating to Police Regulations.
